If you are in the display location of the popup or footer, you can use "Do not Display" but looking in the code , the things are little bit unexpected for us as a programmer point of view.
consider Do not Display such as another virtual popup, so actually you can do A/B testing, but if you expect the "do not display" to have the highest priority it's not the case. it doesn't guarantee the popup won't be displayed at all.
