"Do not display" Popup doesn't work ? not that sure

If you are in the display location of the popup or footer, you can use "Do not Display" but looking in the code , the things are little bit unexpected for us as a programmer point of view.

consider Do not Display such as another virtual popup, so actually you can do A/B testing, but if you expect the "do not display" to have the highest priority it's not the case. it doesn't guarantee the popup won't be displayed at all.

just be aware of this, and we will see if we should change the behaviour based on your feedback on it.
